It is a SPECIAL REGIME that works like  logistic tool for stock management: allows foreign companies to import and store their goods in Brazil with suspension of payment of taxes, federal rates (Import Tax, IPI, PIS, Cofins, AFRMM - Merchant Marine)  and ICMS collected on import  for later nationalization: dispatch for consumption and commercialization.
